Lugar Practical Energy and Climate Plan (S.3464)

The Practical Energy and Climate Plan (S.3464) was introduced by Senator Dick Lugar (R-IN) on June 9, 2010. The bill is intended to make to make meaningful progress on energy-driven national security, economic, and environmental concerns. Unlike other major energy-climate bills this Congress, the Lugar Practical Energy and Climate Plan seeks to reduce greenhouse gas emissions by reducing oil imports, improving and creating new efficiency standards, and establishing a clean energy standard. It does not include a price on carbon.

The road to the Lugar bill began on March 30, 2010, when the Senator released a draft outline of his bill. Two months later, the Senator released a updated legislative outline of his bill.
