Transportation in Developing Countries: Greenhouse Gas Scenarios for Chile
Dr. Raúl O'Ryan
Dr. O'Ryan is associate professor and Director of the Industrial Engineering Department of the Universidad de Chile. His has undertaken diverse research and applied projects in environmental economics, including instrument choice for environmental regulation; international trade and the environment in developing countries; computable general equilibrium analysis of environmental policies in Chile; and evaluation of policies to improve air quality in Santiago. He is also a counselor for Chile's Environmental Commission and other ministries on issues such as arsenic regulation, tradable permits for Santiago, Santiago´s Decontamination Plan, and policies to reduce ozone depleting substances and transport emissions. He has published papers in international journals (Journal of Environmental Economics and Management, Environmental and Resource Economics, World Development), book chapters and national journals. Prof. O'Ryan has also been a consultant for the World Bank and OECD. He holds a PhD in Economics from the University of California, Berkeley and a degree in engineering from the Universidad de Chile.
Dr. Daniel Sperling
Daniel Sperling is Professor of Civil Engineering and Environmental Science and Policy, founding Director of the Institute of Transportation Studies (ITS-Davis) at the University of California, Davis, and co-director of U.C. Davis's Fuel Cell Vehicle Center and New Mobility Center.
Dr. Sperling is Associate Editor of Transportation Research D (Environment), founding chair of the Alternative Transportation Fuels Committee (1989-96) of the U.S. Transportation Research Board, a recent member of the U.S. National Academy of Sciences committees on Personal Transport in China (2000-02), and serves on other advisory committees and Boards of Directors for similar organizations. Recognized as a leading international expert on transportation technology assessment, energy and environmental aspects of transportation, and transportation policy, he consults for international automotive and energy companies, major environmental groups, and several national governments. He has testified numerous times to the U.S. Congress and various government agencies.
Dr. Sperling earned his Ph.D. in Transportation Engineering from the University of California, Berkeley (with minors in Economics and Energy Resources). During 1999-2000, he was a visiting scholar at the OECD (European Conference of Ministers of Transport). He has won numerous awards, and worked as an urban planner in the Peace Corps in Honduras.
