Massachusetts Power Plant Cap or Offsets

MA: Caps emissions from six older fossil fuel power plants at approximately 10 percent below 1997-1999 levels by 2006-2008 (deadlines vary according to compliance method chosen).  Also requires new power plants to make a monetary contribution intended to fund projects to offset 1 percent of the plant's CO₂ emissions over 20 years.
