NM: On March 5, 2007, Governor Bill Richardson signed into law Senate Bill 418, which established a renewable portfolio for the state. SB 418 mandates that by 2020, 20 percent of an electric utility’s power come from renewable sources.  Sources of energy that count toward the standard include solar, wind, hydropower, geothermal, fuel cells that are not fossil fueled, and qualifying biomass resources.
