Regional Greenhouse Gas Initiative Enters First Compliance Period
On January 1, 2009, the first compliance period of the Regional Greenhouse Gas Initiative (RGGI) began. The period ends in December 2011, at which time covered entities in the ten signatory states will be required to submit emissions allowances equivalent to their carbon dioxide emissions. Ten Northeast and Mid-Atlantic states are participating in the program: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. Through RGGI, these states will first stabilize CO2 emission levels in the power sector and then reduce CO2 emission levels 10 percent by 2019.
