CT: On August 26, 2001, Connecticut Governor John Rowland signed onto The Climate Change Action Plan developed by The New England Governors and the Eastern Canadian Premiers.  By signing the agreement, Connecticut agreed to reduce its statewide greenhouse gas emissions to 1990 levels by 2010, 10 percent below 1990 levels by 2020, and 75-85 percent below 2001 levels in the long term.
