On October 15, 2008, the Florida Governor's Action Team on Energy and Climate Change released its final report. The report included 50 policy recommendations as well as recommendations for the development of a cap-and-trade program to facilitate greenhouse gas reductions. This final report combines with earlier findings and recommendations released in November 2007; together, the two documents constitute the Florida Energy and Climate Change Action Plan.
